ms access - Can't open database 'Options' menu -

i using ms access 2013 , when click on file tab, click on "options", options screen not appear.

i want place password on database, cannot until open database in exclusive mode , this, need go options.

does have idea how can fix this?

open microsoft access start menu. go file. under file, click open. click on computer. navigate , select database want open , don't anything. there should small arrow beside open button. click on , select open exclusive option.
